Sandblasting crews working on the renovation at the former Framing Gallery at King William and Hughson streets were told to stop their work over the weekend to sweep up dust billowing out onto the street.
The project, called Templar Flats, involves extensively renovating two structures and building a third between them.
The Ministry of Environment Hamilton district director Geoffrey Knapper said the office received a complaint last week that there were "materials leaving the site and landing in the roadway."
An investigator followed up with the sandblasting crew and the developer, Core Urban Inc.
The investigator reminded the crews about environmental laws, "to make sure that the activities at the site aren't causing any offsite impact and do not leave the site in the future," Knapper said. He said the material stirred up in the renovation was "normal sandblasting" dust, not anything unusual due to the building's age.
The investigation underscores the challenges involved in developing a project in the middle of an existing urban neighbourhood.
The company "spent a couple of hours sweeping the sidewalk and roadways" and the Ministry will follow up on any other complaints they receive, Knapper said.
Core Urban's Steve Kulakowksy said the company has done its best to "mitigate the amount of disturbance that happens on the street."
"Being that it's such an infill project with so many people around, it's difficult with so much noise and debris that somebody doesn't get upset about it," he said. "I think a project like the Templar Flats involves a lot of patience and understanding, not just from our side but also from the community's side that it's got to get worse before it gets better. And progress needs patience."
Kulakowsky said his team has interior ventilation "to help prevent any dust from going outside" and has a tarp up to cover the outside. The front exterior work is now complete, Kulakowsky said.
"The exterior work fell on a windy day and combined with the amount of noise must have caused concern," Kulakowsky said. "Our team thoroughly cleaned up the area."
