Councillors spent $44K on meals, conferences, other expenses in 2014

City councillors spent a combined $44,407.80 last year on airfare, meals, mileage and other expenses while conducting city business, including trips to the Grey Cup and conferences around North America.

A new report shows councillors spent less than in previous years. In 2013, they spent $53,721, and in 2012, $52,369.86. The decreased amount is primarily because of the October election, which saw councillors spend two months campaigning.

Big ticket items include Fred Eisenberger's $1,648.48 trip to the Grey Cup in Vancouver when he was mayor-elect. He represented Hamilton as the Tiger-Cats took on the Stampeders.

Coun. Sam Merulla took a $3,479.80 trip to Atlanta for the American Planning Association national conference. Coun. Lloyd Ferguson of Ancaster questioned the expense at an audit, finance and administration committee meeting on Monday, saying Merulla isn't even on the planning committee.

Ferguson and Merulla recently butted heads when Merulla moved a motion last week to ask the police to investigate Ferguson over an incident where he grabbed an independent journalist at city hall last year.

Ferguson said he wasn't bringing up the expense to be vengeful, nor did he intend to contest Merulla's annual trips to the conference.

"I'm just making a comment," Ferguson said, adding that he doesn't "flip out motions like popcorn."

Merulla countered that Ferguson has visited Charlotte, NC, Portland, Ore. and Calgary on the taxpayer's dime to ride the light rail transit systems, and still voted to dismantle a downtown bus lane considered to be a precursor to LRT.

The comments, Merulla said, are Ferguson "(lowering) himself from his self-proclaimed high class stature."

"I only expense professional development exercises and I'm consistently one of the lowest when it comes to expenses," he said. "APA is a conference that provides professional development in areas such as the environment, public health, public works and other universal city issues. It doesn't surprise me that Lloyd wasn't aware of the comprehensive nature of the conference based on his regressive voting pattern."

  • Tom Jackson: $2,045.75
  • Aidan Johnson (elected Oct. 27): $0
  • Brenda Johnson: $5,609.44
  • Brian McHattie (term ended Nov. 30): $2,322.81
  • Sam Merulla: $3,479.80
  • Bob Morrow (served as Ward 3 councillor from February to November): $1,537.61
  • Judi Partridge: $282.50
  • Robert Pasuta: $4,599.71
  • Maria Pearson: $340.84
  • Russ Powers (term ended Nov. 30): $3,070.55
  • Arlene VanderBeek (elected Oct. 27): $0
  • Terry Whitehead: $750.20

Duvall is council's representative on the Federation of Canadian Municipalities, which means he attended numerous conferences that required travel.

Councillors earned $90,385, factoring in their special tax rates and exemptions. The mayor earned $171,442.

Police services board members earned $9,132.24 in 2014. Their expenses were as follows:

  • Nancy DiGregorio: $3,752.06
  • Walt Juckniewicz: $655.40
  • Madeleine Levy: $10,089.66
  • Irene Stayshyn: $ 3,138.82
  • Stanley Tick: $1,159.09

Conferences accounted for Levy's expenses. She attended five last year.

She attended the International Association of Chiefs of Police conference in Orlando, Fla. ($3,461.60), the Canadian Association of Police Governance conference in Halifax ($2,659.01), the Ontario Association of Police Services Boards in Toronto ($1,517.77), the Ontario Association of Police Services Boards labour conference in Toronto ($1,082.70) and the Police Officers Association labour conference in Mississauga ($1,368.58).
