Standing in front of commuter traffic Monday morning, Brad Clark says Hamilton needs a new deal with the Province, and that the city owned Lincoln Alexander Parkway and Red Hill Valley Parkway should be operated and maintained by the province, not the city.
How that was going to happen is not clear. Clark's says cities have offloaded parkways before, but he could not name an example.

And as for why the province would take on the cost of maintenance and possible early expansion of the parkways, he said it's in their "best interest" to keep business moving.
"The two roads are actually functioning as a cutaway from the 403 to the QEW, and the QEW to the 403 ever single day," said Clark. "So what I'm proposing is that we sit down with the Province of Ontario and we negotiation a new deal for the City of Hamilton."
"It's costing businesses money," Clark said. "The Province of Ontario should take ownership of it, they should expand the highway, add an additional lane which the road is already prepared for, and they should pay for the annual maintenance costs… It's in their best interest and it's our best interest."
The Ministry of Transportation could not immediately answer if a municipal highway has ever been offloaded to the province.
Clark noted that whenever there was stress on the QEW and 403, the effects would ripple into toe Red Hill and Linc. He cited the Burlington Skyway closure during this summer's August long weekend as an example, one that rerouted a ministry-estimated 70,000 vehicles on the Toronto-bound QEW lanes through city streets, or around the Red Hill-Linc cut. He suggested a sit-down with the province, where a new deal could be negotiated between the two parties, rerouting the potential savings to local transit.
