City enforcement officers have issued several more orders on 150 Sanford Ave. N, a lower-city apartment building where tenants have suffered from issues such as overflowing garbage, bed bug infestations and lack of heat.
The city has ordered the owners of the 13-storey building to fix holes in the floors, ceilings and walls, as well as the broken entrance door and water damage in the hallways.
That's on top of another city property standards order, and three orders issued by the fire department, two of which are overdue. The building owner was supposed to test the fire alarms and sprinklers by Nov. 13, 2014 and hasn't, said Bob Simpson, Hamilton's chief fire prevention officer.
There are also holes in the walls and ceiling that cause fire separation issues. Those were supposed to be fixed by Dec. 16, 2014, the fire department says. There are more fire separation issues that must be completed by Feb. 5.
Tourbillon Facility Inc. owns the building. The property management company has been listed at varying times as Ark Property Management and Precise Capital Management, although the advertised number for building management is out of service.
Tourbillon's principle members are Toronto-based real estate investors. Daniel Gryfe's family owns the long-standing Toronto bagel company, Gryfe's Bagel Bakery. Marc Bistricer is tied to Talisker Corporation, which owns millions in golf courses and real estate in North America and Europe. Richard Wells and Hanan Shemesh are also involved in the corporation.
None have returned repeated calls from CBC Hamilton this week.
City public health officials are also preparing to slap an order on Tourbillon regarding the building's bed bug and cockroach infestation.
Under the order, the owners will have to work with a pest control company to rid the building of the insects. Some apartments have been infested with bed bugs multiple times.
Other complaints include broken elevators, squatters living in vacant apartments and garbage chutes jammed up to the sixth floor.
Coun. Matthew Green of Ward 3 has been working with the residents to compile concerns. He plans to meet with the building owners on Monday.
Issued by city officials on Dec. 9. Due date: Jan. 30
- Ensure that the walls on the 11th floor are free of holes, open cracks, loose coverings or other defects. Currently there's at least one hole and a bulge in the wall.
- Ensure that the walls on the 10th and 12th floors are free from holes, cracks, loose coverings and other defects. This includes peeling paint and bulges and holes in the wall.
- Replace the broken glass on the main floor exit door.
- Fix the first floor ceilings and walls.
- Fix the large ceiling holes on the top floor and a hole in the 13th floor wall.
- Fix the hallway light on the top floor near the elevators.
Issued by city officials on Jan. 7. Due date: Jan. 30, Feb. 6 and Feb. 20, depending on the issue
- Fix floor hallways with cracks, peeling wall coverings and bulges.
- Fix the common area light fixtures.
- Fix the floors, ceilings and bathroom walls and fixtures of some units.
- Fix the main entrance.
- Fix water damage in the hallways.
Fire department orders
