Jackson Square brawl could have been avoided: Security experts

Security and use-of-force experts say that the security guards who attempted to arrest an aggressive BMX biker at Jackson Square last week were in the rightbut their hand-to-hand training needs a tune up.

That's if they ever had that kind of hands-on training for physical confrontations. The minimum requirements for guards in Ontario established a decade ago do not mandate any hands-on training for what sometime becomes a hands-on job.

"These kinds of arrests never look pretty," said David Hyde, a Toronto-based security expert who reviewed the video of last week's altercation. "Either they weren't trained to do that (make a physical arrest), or their training had been quite some time ago."

Two arrests, and more than 400,000 views on YouTube

Last week, a video showing a fight between BMX bikers and security guards at Jackson Square emerged online. By Wednesday, the video has garnered more than 400,000 views.

It also landed assault charges for a 24- and 18-year-old men involved in the fight.

'I would want to see much more clear verbal commands given.'- David Hyde, security expert

Intelligarde chief operating officer Chris Botting previously told CBC News the men were looking for a fight. BMX rider Tyler Rizzi said it was a different story, and told the guards they would leave after they got meals from the food court.

While Hyde isn't exactly sure of how the events that weren't captured on video happened, he said in retrospect, there was room for improvement from the guards.

"I would want to see much more clear verbal commands given," Hyde said. "(Something like,) 'If you don't leave now I'm going to place you under arrest and any resistance you give me will be considered assault.'"

Pointing the finger at pointing the finger

Peter St. Denis, a professor in use of force tactics with Mohawk College's police foundations program, said while people outside the incident don't know everything that was said between the two parties, it's clear the guards had the authority to make the arrest.

But their finger pointing did not help de-escalate the situation.

"I teach my students (to) stay away from pointing at people," St. Denis said. "It's call the parental finger because… now that you are an adult it actually bothers you… It increases the anxiety of an individual."

"Under ideal circumstances, (the guards) should be waiting for the local authorities to arrive," added St. Denis. "Mentally, I don't think that they thought this was going to escalate."

St. Denis did not want to comment on what level of training he thought the guards may have had, and gave them credit for doing the best that they could do. He did, however, add that the men charged appeared ready for a fight.

"He was already set for confrontation," St. Denis said. "He wanted any fuel that he could identify."

Hands-on training not mandated for security staff in Ontario

Neither expert blamed the security guards for what happened, and both supported the notion that security guards dealing with dynamic situations that may involve many people, should receive hands-on training.

Hyde said that minimum standard never made it in to 2005 legislation, which only requires security guards to complete classroom-based training under the Private Security & Investigative Services Act.

"It was always intended that that use-of-force training, to the tune of a 24 hours, would be mandated," Hyde said. He added that was never put in place, bogged down in a bureaucratic process, but it would have made a difference last week.

"Right now we see examples like this," Hyde said. "If these people had been properly trained we likely wouldn't have seen injured security staff."
